i haz ideas! wat a twist!!!!
-Ditch the whole "This is a Club Penguin forum" thing:
The forum's inactivity is starting to become something of an issue - a big one, actually. You can't go ahead and start crapping out contests and themes by the millions if there aren't even enough users to enjoy them.
We all know this is a Club Penguin fansite, right?
Those who keep Googling 'Club Penguin Forum' day and night are mostly underage CP users. How is that a problem, though? Well, the majority (read: majority) of those under thirteen are incapable of creating discussion (Which is crucial for every forum). The forum doesn't need those kind of users right now, and by changing this forum's main theme, it can start appealing to a broader and more mature audience.
Keeping in mind that most active CPP users don't even play Club Penguin anymore, why should we keep advertising this forum as a place for discussing something that no longer interests 70% of the userbase? Why not compile all the Club Penguin related forums into one tiny, little sub-forum, and change this into a tech/off-topic/gaming/whatever forum. Users would still be able to converse in CP related topics, and the forum would appear more professional and mature.
The domain is easily changeable, and the Club Penguin related forums aren't all too active. Why not?
-Advertisement
Look at the statics, notice how steadily the number of registrations is slowly going down? That clearly tells you that the way the forum is being advertised right now is not the right way. So, why not initiate a massive advertisement plan? Gather a few willing, active members from here, find a few active forums that allow advertising, create an account on each forum, share the password for that account with the whole "Advertising team," and then assign different people to post in different forums using that account (normal, legit posts). How would that benefit the forum, however? The account will have an advertisement tags and a few links to CPP as a signature. The more posts the 'team' makes using that account, the higher the possibility of a large group of people stumbling upon that link to Club Penguin Planet, half of them might even click it. Different people have different interests, thus, having a moderately sized number of different people do the posting in those forums rather than having one person do so has a larger effect. It's not spam, and we definitely won't be breaking the forums' rules by simply posting in various topics.
-In-game coins:
Guys, revive the RPG forum. Look at the currently active RPGs - Cutemaddie's Mall, Cutemaddie's Campsite, Cutemaddie's {Insert venue name here}. Can the staff make some sort of good quality, official RPG (Like the one Egaro made) where you can transfer your in-game coins to forum coins? Now, that would be fun. That way, people have one more reason to start posting in RPGs.
More wacky and interesting coin shop offers:
Where's the "Have your username as the forums' background for 10,000 coins" offer? The "Trade {Insert huge amount of coins here} for a CP/Maplestory/Runescape membership card" one? The current ones just aren't worth it. Once you get your hands on a custom rank, a name change, and a few infraction passes, you're done. Come on, think of something more innovative.
-CPP Radio:
Have you ever heard of online radios like Pandora? How about a CPP radio with game shows, coin codes, interviews, music,etc? I already set a radio on listen2myradio, I only need a few minions to help me broadcast anything other than boring music.
-Trophies:
Trophies = Badges that you can showcase in your profile. You get a badge if you win a contest, you get a badge if you suggest a good idea, you get a badge for breaking the record for ten 1/10 ratings in the gallery - anything. A trophy case can be easily made by creating a new profile field.
-Better contest prizes
And no, CPP coins aren't any "better." I'm sure at least one staff member has the ability to waste $15 on a book/video game/movie off Amazon/eBay and have it shipped.
-Referral contest:
We need this kind of contest right now. I'm willing to offer a CP membership card as a prize, too.
-Demote Sjb
I realize I'm not one to talk, but her asinine behavior already got to a few people other than myself. I was also told she lets Dlb on her account, which means he can view the staff forum. She keeps protecting Dlb whenever he gets an infraction and removes it, why? Because he's her brother. Sjb and other staff members can't get along, either.

Yay! I'm not the only one with the idea to ditch cp. Yes, it might be a big change, but advertising and contests aren't getting us anywhere. And I purposely made the survey to prove the point that it's useless now.

Let me add something to that. Sjb (maybe Dlb, if your point is true) changed Dlb's/his infraction to:
Rude to staff member. {insertdateandmoderatorhere} + 'Aw, did Dlb hurt lil bcp?'
And edited BabyCP's comments to: "I'm a ugly, stupid, bad mod.
And called her r3tarded.

I agree, but like I said before, the day of internet advertising is coming to an end. Users are searching for what they like, and being refered more from websites such as facebook and twitter, rather than clicking links. Especially when the forum is based on General Discussion.
And we would also need to ensure the user account that posts is mature, and the people in charge of advertising don't troll or flame with people. They wouldn't click a link when all they would get is trolling.

Now I like this. Thing is, the userbase is growing up steadily, more users are interested in Teenage things, like gaming, music, and networking. If we can set CPP up to offer these kind of things, and offer real-life incentives, then we will no doubt win on an epic scale.
We need to find out what people like to do away from the computer, and try to find a materialistic version of that hobby. Therefore, we can convert forum cash to real-life prizes. Obviously, they wouldn't be expensive things, and they wouldn't happen weekly.
Maybe, we could make a joint account on SwagBucks or that whatsitmicalled website where you answer a question daily, then win prizes. We could then give the prizes away?

I get on fairly well with SJB, but I do agree. The staff need to look reliable and mature, with site-wide ranks, and organized staffing. One thing that isn't her fault, is that new, immature users that join will think that if SJB is 12 or whatever, then they could be mod. And that is the last thing we need. She has the ability to mod, but there are flaws.
And I found your post made virtually perfect sense, so even moar bannanas fr u.

-The forum shouldn't be advertised as a CP forum, though. It doesn't have to be off-topic chit-chat. Find a topic (Graphics, Online Gaming in General, Nintendo, Video Games (Check out Escapistmagazine's Forum for a good example), Humor, YouTube, Website Construction, etc), and stick to it. That's what I was saying.
-Most users are embarrassed to admit that they go on a CP forum, that's why they don't usually refer anyone. Lose the CP thing, and you'll get more people being referred by their friends on Facebook/twitter.
-Hey, that Prizerebel thing is actually a good idea. Joint account = more points. Oh, and since you mentioned the hobbies thing, we need to do more surveys to find out what people are interested in (Like the CP one. They help a lot).
-Right. The only problem is actually getting the whole staff to agree on one or two ideas within a week.
